No, never install a patch for a problem that you don't have!
If there are no Events in the EventLog on the TS, the licensing mode
on the terminal server is Per User, and your TS Licensing Server
still hands out temporary Per Device licenses, I have no idea what
the problem can be.
I suggest that you call Microsoft Support.
