CALs Question for adding Licenses

Greetings,

I'm running an accounting program and after an upgrade now I get a [IO WIN 5] error. I spoke with the company and it appears that this is a licensing issue with my Windows 2000 server. I need to know how to add licenses; I hold 10 licenses and had 5 per server licenses. I went into the Control Panel and added the other 5 but still get the error. I tried going to LICENSING but it tells me that License logging is not active on my server. Can anyone point me in any direction that would be helpful. Thanks.
