Calling card dialing rule for Fax

I want to use the following rule for dialing International fax.

For international calls I want to dial a US phone number and wait for the
voice prompt and dial the number. There is no need to dial any prefix or
other numbers other than the country code, area code and number

What I had done is

I enterd the International fax No. in the contact (yes, in canonical form,
+x (xxx) xxx-xxxx) and checked apply dialing rule. In the dialing rule I had
created new calling card and entered the acces number and other rules.

The result is

The calling card is not getting dialed. Instead it is directly dialing the
fax No. (even if it is not in canonical form).

If anybody have more information please post.
