Call to msigetproperty error 196613

I have a problem on a Windows 2000 machine in which a particular .msi
utility logs the above error when a requested license key is entered. The
utility works fine on all of our other Windows 2000 machines and the license
key is accepted.

The config of our machines is
Windows 2000 Pro Service Pack 4
Windows installer version 2

Any help appreciated as Windows Installer is an area in which I have little
knowledge.
