Are they set up for using "CALENDAR CACHE"?
Tools | Options | Preferences tab
Click the CALENDAR OPTIONS... button
Turn off the check mark next to
ALWAYS USE LOCAL CALENDAR
When this is turned on the client does not send the information back
to the Exchange Server until a "synchronization" happens. A sync
doesn't usually happen until the client logs out of Outlook or logs in or
if their program is configured to synchronize at particular times.

I have got a problem in Booking of the calender. When i try to book any
meeting with someone, my free/busy information in the calender is getting
updated immdtly as "Busy". But the status for the invitees of that meeting
are not getting updated immdtly. It takes quiet some amount of time to get
the status to update as "Busy". Till such time it shows "Free" in their
calender. I checked up changing the Update Free/Busy information option to
every "1" minute in the Outlook 2000 client on both sides. Even after
accepting the meeting request also is not getting updated. We are using
Exchange 2000 and Outlook 2000. Is there any other solution available??
