In Outlook 2003 (setup as exchange client), reminder for new appointments is
always set as 18 hrs. I checked in options default is 15 mins. I tried
changing the default to some other time then back to 15 mins. Tried
restarting Outlook but no luck. What could be wrong?

18 hours is the default reminder time for all-day appointments, and that default cannot be changed.
