HOW TO - Calendaring/ Resource question

How do I create a calendar for a resource that can only be invited as a
resource? We currently have conference rooms that are being invited as users
and not being resourced correctly. We are an Exchange 2000 shop with Outlook
2000, and XP. I would also like to have our facilities team get an email
when the room has been booked.
