I am in the Central Time Zone and making an appointment for two people in the
Eastern Time Zone. The appt time is at 10:00 Eastern, when scheduling it do
I need to manually make it 9:00 Central in order to reflect it correctly for
the recipients? Thanks.

For versions of Outlook priot to 2007, yes. In OL 2007, you can explicitly
specify the time zone for an event.
