I have a user that we have set up a Public Calendar for. He would like to
have all the meetings he is invited to go to that Public Calendar instead of
his Outlook Calendar. Thus instead of having to enter items into two
calendars for appointments and not having to share his personal stuff with
others, he can allow everyone see his buisness appointments from the shared
calender. Is this possible?

No. He can drag a copy to the public calendar. Or he can create a second
calendar in his mailbox for personal stuff - or he can use one calendar and
mark items personal items private.
