Excel picks up setting from the first workbook that you open in that
session--including personal.xls.
So open excel
Unhide personal.xls (if you have to)
(window|Unhide in xl2003)
change that setting
Hide personal.xls (if you want)
Close excel
Answer Yes to the "do you wanna save personal.xls" prompt.
(Or you'll be doing it again!)
