CAL for Windows 2003 Terminalserver

we migrate from w2k ts to w2k3 ts. so we need cals for
the windows 2003 terminal services.
but xp systems such as xp professional which are bought
before 030424 become a free transitional terminal server
cal.
is this agreement also valid for "windows xp embedded"
systems? all of our wyse 9440 clients with "windows xp
embedded" are bought in the last quarter of 2002 and
should become free transitional w2k3 ts cals.
