Cached Mode is Greyed out

's Computer Specifications

I actually have two questions...first of all my client has cached mode greyed
out..how do I get it active and second. Because that is unchecked, is that
the reason she does not have a drop down menu when she right clicks on the
outlook icon in the sys tray.
