Cached Exchange Mode

Outlook 2007 in Cached Exchange Mode works slower than non cached mode. I
think it should be other way. What could be wrong or is it normal?

Opening emails, navigating among email folders, or calender, contacts etc.
Response time is slower than in on-line mode.

I noticed on-line mode was working faster so I switched some users to
on-line mode but notebook users require to stay with cached mode.
