cable modem assigned 192 ip address in Windows XP

I have not found a problem similar to mine in this or any
other newsgroup. My Internet connection was set up and
shared over a home network and fully functional for over
a year. My configuration had PC1 running WinXP directly
connected to the cable modem supplying the connection to
my ISP and shared this connection with two other PCs
attached via a hub to my home network. Last week we
experienced an ISP outage followed by a power outage.
Upon powering up PC1 no Internet connectivity was
available. Each attempt to run IE6 initiated a message
box with the choices of "Work Offline" or "Try Again",
neither of which would establish connectivity.

In extensive troubleshooting with my ISP it was concluded
that communication was not possible as long as the modem
connection continued to be assigned an IP address
beginning with 192. Even an on site visit yielded no
solution. I have no idea what IP my connection was
assigned prior to the outages but my ISP assured me that
it should begin with 69. I have since confirmed this by
reconfiguring to have PC2 also running WinXP successfully
connect directly to the cable modem. This could be a
potential solution to my problem, however, PC1 will still
not find and access the shared Internet service from
PC2. The Home PC Network Connection on PC1 which was
generated after running the Network Setup Wizard is now
assigned an IP beginning with 169 which apparently is
still unacceptable.

I even tried to connect the cable modem directly to the
hub which is not recommended but doesn't resolve the
issue either. According to the service tech who visited
my home, PC1 "is not letting the IP release or renew the
IP addresses" so that it can accept the appropriate
assignment to allow Internet connectivity. How can I
resolve this problem?

I previously set up my network without having to resort
to specifically assigned IPs and would be reluctant to
have to do so now but I don't how to direct PC1 to revert
to accepting the correct automatic IP assignations.

Try going to your router settings page, with mine its 192.168.1.1, this is to be typed in Internet Explorer. Then enter the password as required. After entering, you will be at your router's Setup tab; click the "Status Tab," and then click DHCP Renew. After you have done this, an IP address should now be shown. Exit the router settings and test if you can again access the internet. Don't know if this would solve your problem, but when I experience like-events as yours this is what I do, and my problem usually gets resolved.

I was unable to access the page that you describe in IE.
Entering anything in the browser bar yields no resulting
change on the browser page. Even entering the IP in my
actively connected PC2 yields a "The page cannot be
displayed" message. Thanks for the suggestion, though.

Sounds like maybe your ISP saved the MAC address for PC2 and they only
allow you to have one IP address. I would unplug your cable modem from
your hub or PCs, call your ISP and tell them to clear any MAC
addresses assigned to your cable modem, and after they do that plug
the modem back into PC1 and do a release/renew.

I have seen this on several occasions here in NY with Cablevision. Optimumonline requires you to register the serial number on your modem wen you set it up. They give you a set time to do this. BUt I have seen this happen on three occasions where the customer never registered and everything worked fine until a power outtage or dissconnection

Once that happens the modem gets "locked" with a 192.168.x.x address. On all occassions, the cable provider was able to "unlock" the modem

Don't know if this is your problem, but I figured I would reply

The connection failed on PC1 prior to any reconfiguration
to attach the modem to PC2 so your assertion that an IP
was saved for PC2 cannot be possible. Multiple modem
refreshes were attempted by my ISP in troubleshooting the
problem on PC1 before resorting to using PC2 as a backup
configuration to regain Internet access.

The problem does not appear to be in the cable modem
since I have successfully directly connected it to PC2
and can access the Internet fine. The problem is within
PC1 since any attempt to acquire Internet service on that
PC directly (attaching the cable modem with either USB or
network cable) or through the hub (with the modem
attached to PC2 and shared) fails. It appears that PC1
has somehow locked the assignment of the IP and fails to
recognize any attempt to reassign a new IP.
