I've seen others here have the same problem i have, we install the software
and can scan for virus but the security center says the program is not turned
on and when we click "turn on now" then "allow" nothing happens like that
part was leftout in creation of vista or somthing. So with that said i dont
want to here try another program, i bought this i want this. And the
interesting thing is i installed the program on my vista hb 32x and it did
the same but after a day or so it turned on by itself. If anyone has figured
out the definitive solution please, spill the beans!!!!!!!

If the antivirus utility is doing this on more than one PC, wouldn't it be
quite obvious then there is something wrong with the AV which means you
should contact the vendors support about trying find a solution to the
problem?

I have had no problems with CA AV on several Vista systems. I suggest you
try manually running Update right after the initial installation and reboot.
It should have done that automatically, but a failure to update the initial
installation can cause this sort of problem.

If CA don't have a solution, its best you use an alternative AV utility
then.

CA antivirus works very well. the 2007 version was rather slow but the
2008 is much better.

You can't even be bothered saying what version of CA!
You have a bad attitude!

I have CA Security Suite, with anti virus, firewall, and spyware remover,
and had no problems running on vista home premium. Make sure it's up to
date, then run your anti virus.
