c00000135 Error

Hi, one day while playing a game on my computer, it froze. I figured, ah not again, and shut it down. I then turned it back on only to find that it went to an all blue screen saying the following:

Stop: c0000135 {Unable to locate Component}
This application has failed to start because basegoacw32 was not found. Re-installing the application may fix the problem.

So i did what any well educated american does when they hit a brick wall, i googled c0000135 and read the results i found on how to go about fixing the problem, only thing was, none of the posts i found involved "basegoacw32". I am not sure what that even is. I tried googling that, but found that there were no results for it. Then i searched these forums and found there were no results for it once again. The only conclusion on how to fix my computer i have come up with is completely erasing everything off of it and pretty much starting over. If any one has any ideas on how to fix the problem, or what basegoacw32 is, i would really appreciate it. Thank you.
