Probably there is something under a Run reg key or the Startup program menu
that lives in %windir%\system32. I can think of a couple of reasons that
Explorer would fire up instead of an app. One possibility is that the name
of the file has spaces in it and isn't quoted. Another is that the file has
an unknown extension.
