c:\windows\repair is empty... corrupted registry recovery

"the system cannot find the file specified" is the message that I get when I
try to copy c:\windows\repair\system to c:\windows\system32\config\system as
printed on the microsoft page:

My c:\windows\repair folder is empty and I'm not sure where to get the files
from. system, software, sam, security, and default are all supposed to be in
there to complete the corrupted registry recovery. Where do I get the files
from? are they in a dll somewhere, or is there a place on the microsoft
website that I can download them from?
