This directory on my laptop has close to 5 gig of nothing but tmp files, some
3 years old.

1) Should they be automatically deleting?
2) Are they safe to delete?
3) Is there a procedure to delete them or can I just select them and hit DEL?

The Print Spooler service takes print jobs from applications (e.g.,
Microsoft Word) and sends them to your printer. The Print Spooler
creates the temporary files in \spool\printers.
