c:\System Volume Information\tracking.log blocks the defragmentat

Hello, the following occurs:
When running a defragmentation program ( PerfectDisk, O&Odefrag, etc ) the
analyse sequence stops at 94% on a file called c:\System Volume
Information\tracking.log . The program stops there, the computer does not
freeze but nothing happens anymore. The only solution to stop the program is
to go to CTRL+Alt+Del to stop the process manually.
What is the meaning of this file, as I cannot enter that directory to delete
the file.
Is there a way to cure this problem?
