C++ RUN TIMER ERROR/WINDOWS XP

All of a sudden I am getting this error when I am trying to run a program like Quicken. Do I have parasite or spyware that is causing this? I tried to run Spybot S & D but I am getting the the run time error when I open it up. Any suggestions
