buttons in a layer flicker black when my mouse moves across them

I have a layer that contains 4 interactive buttons. When I move my mouse
over them they're supposed to highlight (which they are). But they also
completely flicker black for just a split second. This happens every time I
move my mouse across them. They should highlight which they are. But they
shouldn't flicker black. I've checked the behavior properties of the layer
and there's nothing I can see that would cause them to flicker. Any
suggestions would really help!

A couple of ideas 1) does this happen when you view the site from another
PC? 2) do you have the most recent drivers for your graphics card?

It happens on all computers and yes I have the latest drivers.

I met a similar problem and spent many hours on it. As far as I can
tell the only sure way to avoid the "flicker" is to design your buttons
with a bitmap and have it swap to a different bitmap (same size) when
mouse is over. Can people with more experience then me please confirm
this?

It's called css flicker and it's usually caused by a setting in IE.
