Business Tools is Missing

I have uninstalled and reinstalled BCM 3 times as well as outlook 2003. When I install Business contacts it works great until I close outlook and re-open it. When its re-opened the business tools menu is gone and in Business Accounts it will not allow me to add contacts or anything in the history on existing contacts or if I try to create a new acocunt. In fact in the history box it shows all my e-mail. I have tried everyhting to fix it and I am desperate. Any Ideas?
