Burn bootable CD from downloaded product

I've downloaded the XP Pro SP3 spanish software from eopen site code MLF
X14-74009 and it turns out it's an EXE that extracts all the files toa
folder, how do i make a bootable CD out of this?.
simply burning them into a CD WON'T work as there is no bootsector.

trying to call MS support(partner and licensing) was a complete horror, they
washed their hands completely on the matter.regards

You can not make a bootable CD from any Microsoft Service Pack (SP)
download, normally. Service Packs are not a complete "revised"
version of Windows XP. You must follow the Microsoft's recommended
"slipstream" method of adding the SP to your original CD.
