I have a document in which several paragraphs have the bullets and numbering
button grayed out. I have tried to clear format on the paragraphs, but this
doesn't restore the bullets option, and the format/style that appears in
reveal format seems identical to that of paragraphs that do accept bullets.
How can I change the affected paragraphs to accept bullets?

Is any kind of protection applied to your document?
