Why are my toolbar buttons for lists disabled?

Steps to reproduct issue in FP2003:

* Create a new page using the toolbar button
* Click the CODE tab at the bottom of the window
* Use toolbar button to insert an ordered list (numbers)
* Use toolbar button to insert a unordered list (bullets)
* Select the html for one of the lists and delete it
* Notice how the toolbar list buttons are dimmed and you can no
longer insert a list
* Click the DESIGN tab at the bottom of the window and then
click back on the CODE tab.
* Notice how the toolbar works again.

What's going on?

That is the Undo feature in FrontPage at work. When you open a page to edit it, FrontPage creates a
copy of the page in the hidden folder named FrontPageTempDir located in your Temporary Internet
Files folder. As you edit, changes are not actually being made to the actual page located inside
your web, but they are being made to this hidden .tmp file, and a succession of hidden .tmp files.
This is how Undo knows "what to Undo." When you change views, the page you see in the editor window
is actually "refreshed" thereby enabling the feature you're editing. When you Save, the actual page
in the web is then updated and when you close the page the hidden .tmp files are deleted.
