I need to recommend to a client how to do bulk mailings from Exchange Server
2003/Outlook2003.

As I see it, they could have a Public Folder with a Contact list for
"Engineers".

Individuals could have a Contact List with a Categogy called "Engineers."

I presume they could email to the list from the Engineers Public Folder and
they could email to the list of contacts with a category of Engineers.

Which would be the accepted method?

On another hand is there a better way?

I don't understand what you are asking here. Addresses stored in the private
Contacts folder don't have to be the same as in the Public Folder so which
source you need to use is entirely up to who you want to send the messages
to. We cannot help you with deciding on that.
