Building a cheap silent PC

Is it possible to run a Celeron 2,0GHz (0,13u technology) without a
fan (only with the heatsink supplied by Intel)? I'm planning to build
a near silent PC. I will run Linux and the CPU load will almost never
exceed 10% with the applications I plan to run. .

Will the processor be toast within the hour or could this be possible?
