The answer is no. First, by design, building blocks can be stored only in
templates (.dotx or .dotm files), not in documents. Second, whenever you
make a new building block, the little dialog where you name it also contains
a place where you can say where you want it to be saved. That may be
Building Blocks.dotx, Normal.dotm, or another template if you've based the
current document on one other than Normal.dotm (or otherwise loaded another
template).
