BUG: Vsnet 2003 multi pane multiproject selection bug.

Hi,

Repro.

1) open a solution with 2 projects
2) have project 1 in the top half of the IDE
3) have a window from project 2 in the bottom horizontal half of the IDE
4) click the bottom project window to select that window
5) click on the top project tab
6) the open in new tab context menu appears when I just want to select
that tab
