Is a bug of Vista or what else?

Hi,

When I start the task scheduler console before open show me this message:

"Taskscheduler utility not available. Be sure that this service is running"

I close the message; the task scheduler console open but nothing is possible
to do as
add new activity or others operations.

OS: Vista32 Ultimate

Any idea how resolve?

In services appear this: taskscheduler run "auto" at windows startup
