Bug: Task Manager/Rcsc Monitor misbehaves when UAC is Off

When User Account Control (UAC) is disabled and a Standard user (non Admin)
clicks on the Resource Monitor button in Task Manager, the system goes into
an endless loop trying to launch perfmon.exe No error is displayed. (I
usually use Windows as a Standard non-admin user and therefore I disable UAC)

The Resource Monitor button is on the Task Manager's Performance tab. Admin
users can always run Resource Monitor correctly.

Reproduce:

1. Start by turning off UAC in Control Panel -> User Accounts -> Turn
UserAccountControl On or Off.

2. Turn off UAC and reboot.

3. Log in as a Standard user (not an Admin)

4. Bring up the Task Manager and go to the Performance tab.

5. Click on the Resource Monitor button:

Notice how the task bar and Task Manager starts flashing, as if a program is
being run endlessly. Neither the Resource Monitor nor an error message is
shown. Hitting Alt-F4 a few times will stop the madness.

If the Resource Monitor cannot be used by a Standard user then 1) the button
should not be displayed, or 2) a clear error should be displayed.

What's the point of running as a Standard user but turning off UAC? Here

UAC is not necessary when running as a Standard user. If I have to do
something Admin-ish, fast-user-switching takes me there. And when I'm an
Admin, I do *not* want to be bothered with UAC confirms all the time!

A Standard user acct is always more secure than an Admin acct w/ UAC
enabled. Some programs install files in such a way that a stripped Admin
account can still write to, but a Standard account cannot.

If I'm going to use UAC, then I might as well login as Admin all the time.

Besides, there are plenty of programs that run with limited functionality as
a Standard user. E.g., disable UAC and you can still use Computer Management
to view event logs or device config (you just cannot change anything). But
with UAC enabled, Manage My Computer on the menu insists on getting Admin
rights - even if all you need to do is view event logs which does *not*
require admin rights.
