bug? SP? missing es-es, fr-fr,.. in language list

IMO, this is an IE bug, right? Is there a Service Pack or patch that fixes
this?
I have a web application that depends on BOTH the country (aka LCID) as well
as the language being set in the browser, except that the DEFAULT LIST of
LANGUAGES does not include the locales (aka countries) for the following:
French (France) [fr-fr]
German (Germany) [de-de]
Italian (Italy) [it-it]
And one major language-locale combination is missing altogether:
Spanish (Spain) [es-es]
To see what I'm referring to, follow these steps:
Tools -> Internet Options... -> Languages... -> Add...
[NOTE: yes, I know that the aforementioned combos can be user defined]
