Bug Report - Limited User

I changed the home page for IE on my Windows limited user account. Defender
alerted to the change and required that an action be taken. However, even
though the default action was to permit, the "allow" button was grayed out
and I could not permit the change. I had to disable Defender to make the
change take effect. This is one time I'm glad Defender has a poor memory
after it is disabled/enabled. I had already checked to allow all users to use
Defender and make changes, so this is definitely a bug, as far as I'm
concerned Limited users should be able to change their home page. Also, it
is not possible initiate Defender in a lmited account with a "run as"
administrator command. The action was denied.

yes, I signaled this bug months ago. Anyway the IE home page is changed
although Windows Defender doesn't allow to block/allow the action due the bug
