When the notification window pops up to notify the user of
an event, if you move the notification window on purpose
or by accident an empty notification window remains on the
desktop, always on top and cannot be cleared until reboot.

I can't replicate this.

If I right-click the desktop and create a new text document called
albert.bat and save it to the desktop, and then double-click on it, I get a
blue unknown script popup from Microsoft Antispyware. If I grab that window
and move it to the center of the screen, and then hit Allow, it disappears
as expected.
