Windows *always* has something to save to your hard drive(s)
during shut-down. Hence the drive has to spin up, have
the data written to it, then be shut down again.
By comparison, I have several drives in my home system
and only one of them (the one with Windows on it) spins
up from idle when at auto-shutdown happens. That is to
be expected - the Windows registry in on that drive and
you can bet the bank that *something* is going to be
written to the registry every time you shut down.
