BUG: Mousepointer Over System Tray doesn't Unhide Task Bar

Try it. Set your task bar to hide. Move your mouse down - the bar hides
itself. Then float your mouse to where the system tray would be. The bar
doesn't reappear. BTW, I can only reproduce this with the bar at the top of
the desktop.

MS, please fix.
