and immediately a pop up window pops up.

Can anybody recreate this issue?

One assumes you're referring to the WinXP SP2 Information Bar pop-up
blocker.

No, I get no pop-ups whatsoever on that page at anytime. (I blocked all
cookies.)

Yes. The popup is random; I've seen the warning once in 3 reloads of the
site, which tells me the popup is probably advertising. In short, popups
generated by user action are not blocked by XP SP2 popup blocker, those that
are automatically generated (often for the purpose of advertising) are.
