it's not a bug - its by design Flag Status is a quick flag field and is is
in a permanent position for easy access. The only bug would be removing the
ability to disable quick flags and convert it to the old flag field. (In
Outlook 2003 you can turn off quick flags and revert to the old flag
format.)
