Yes, since WMP 6.4 being also installed with WinXP by default.

As for WMP11: Tools > Options > Performance tab.

To what? Buffering depends on the speed you are getting from
your ISP (Internet Service Provider). To increase it is to go high speed,
like DSL, Cable, Satellite or T1.
