How come the moderator on this Newsgroup doesn't kill the posts that have
nothing to due with the topic of this newsgroup?

Theres is no moderator. There are only a few moderated groups and Im
not even sure if they are still alive. THey tend to be dead and die
out. No one likes the delay of seeing posts and a moderator isnt going
to sit around and monitor messages 24/7.

Because the name of this newsgroup does NOT end with ".mod" (for
moderated). It is a wide open group where anyone can say anything.
You'll need a thick skin on your ego to survive in the open.

Also, some NNTP servers accept and honor "cancels" while others do not.
