Right click on your IE icon and scroll to properties. In the box that marked
Run: make sure that you change the selection to Maximized.

If those settings don't hold, try this:
drag the borders of your IE box to the size you want, then, click on file
and close ( exit) I can't remember which is there.

If you are unsure how to drag the borders, post back.

Windows remembers the size of the last Normal IE window closed.
Open such a window.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
