Browstat Error: Access is denied

I have three member servers on the same segment (two ISAs and one
Exchange) that are not showing up on the browse list. All other servers
can successfully run the browstat GetMaster command and return the PDC
Emulator with no problem... But these three return a simple "Access is
denied" error. What could be causing this problem? What other tools can
I use to explore exactly why these machines aren't registering with the
master browser's list?
