I am using frontpage 2003, on XP and get stopping of uploads or
publishing with the file name BROWSERREP.html as not being able to change.

I have that file on my computer under "stats" but I do see it on the web
site. Also the properties of that file are not restricted on my computer.

Any suggestions of what makes this problem.

You can't (shouldn't) publish to the remote stats folder, so if you have it
on your local copy, just mark all it's contents Do Not Publish (right click
on them in Folder List).

And you really don't need them on your local machine (unless you want to
look at them with results from your last Publish down).
