When I try to upload Front page just times out. I have uploaded each folder
individually to the web and have every file up there but the stats folder.
When I try to load it, there was a messeage about :browseref" file problem
could not publish.

The site has no formatting up on the web for the page division.... Top
(Header), Left side (navigation buttons), Bottom (Footer)

Locally it is nice it previews fine and looks good. Cannot get the entire
site up.

You should never be publishing your Stats folder (either way)
- you usually don't have permissions to it anyway
Convert it to a FP subweb in your online web and publish w/o subwebs included
- or have your host convert it to a FP Subweb
