Sometimes IE expands to take up the entire screen
covering the Start Bar area all the way to the top
(minimiize/maximize/close area) of the screen. Even all
of the menus have disappeared. I looked at the usual
culprit such as F11-Full Screen but its not that. In a
nutshell, IE's screen size just encompassses the screen.
Any ideas on how to get IE from doing this?
Incidentally, the Start Bar is configured always to
remain on the screen but completely disappears. Also,
since the top blue part of the browser is gone, I can't
move the IE screen around either.

Press Alt-Space and use the window's system menu.
