That's not an error message that came from Windows XP. Ask the technicians
at Cox what the meaning is of that error message.
If I had to take a guess, Cox scanned your computer for viruses and adware
before installing its software. Cox doesn't want an infected computer to
join its network. It seems like their scan found adware on your computer,
and they want you to remove it before they'll allow you to use their
services.
Here's an effective adware detector and remover, although there are many
others:

Note that some adware cannot be removed without harming your computer.
That's why prevention is better than cure.
