Browser image viewers

I have a web-based doc management system, on some win200/
xp workstations, when a document is accessed for viewing
the 'file download' dialog box opens with the option save
to disk only - the option 'To open ' is not available as
a choice. I need the file to open using spicer
imagination, not sure what file type to change to correct
this; on some pc's the file will open but will only use
the kodak viewer found in Windows Accessories, not the
file type I assign. ON these machines I have to remove
the Kodak viewer app to get them to open with spicer; any
info would be highly appreciated. Thanks.
