Browser Context Menu Problem

I recently upgraded to Windows XP. Everything is as it
should be, but having a problem and that is the Browser
Context Menu for IE6 is a bit defective.

When I right click over a link and the BCM appears,
the "Save Target as..." option is disabled! I can see it,
but it's 'faded', meaning it's deactivated. I kind of hate
it, because there are movie files and other webpage files
that I like to download to my harddisk first.

If anyone can help me to fix this problem I will really
appreciate it.
