Hi,
Seng.dll appears to be associated with one or more adware/spyware programs.
See:
http://www.pestpatrol.com/pestinfo/w/webhancer.asp
http://www.pestpatrol.com/pestinfo/e/ezula_toptext.asp
I would first run Ad-aware and Spybot (
http://mvps.org/winhelp2002/unwanted.htm ) but you will probably have to use
the manual uninstall instructions on those pestpatrol pages.
You may have to use one or more of these winsock repair tools after removing
the malware:
Try these winsock repair tools:
LSPFix- all versions of Windows
http://www.cexx.org/lspfix.zip
From LavaSoft- all versions of Windows-
http://digital-solutions.co.uk/lavasoft/whndnfix.zip
WinsockXP Fix- WinXP

Also, with instructions, at
